Millions Awarded in Water, Sewer, Arts Grants, O’Neal Says

HARRISBURG – Rep. Tim O’Neal (R-Washington) today announced more than $2.3 million in grants for the 48th Legislative District were awarded by the Commonwealth Financing Authority.
“Each of these projects is funded through federal COVID-19 American Rescue Plan Act (ARPA) dollars,” O’Neal said. “The pandemic significantly affected many parts of our society, including our nonprofit arts and historical organizations and delayed needed water and sewer projects. I’m happy to support these improvements that will address municipal concerns and protect the environment.”
“Without state aid, necessary projects – particularly when they involve infrastructure – can be extremely costly to residents,” said Sen. Camera Bartolotta (R-Beaver/Washington/Greene). “I’m pleased these projects can be completed without a substantial burden on our communities.”
The first set of grants goes to H2O PA – Water Supply, Sanitary Sewer and Storm Water Projects Program. Under Act 54 of 2022, the General Assembly appropriated $205.4 million to assist with construction of drinking water, sanitary sewer and storm water projects.
The projects in the 48th district awarded grants were:
• Carroll Township Authority – $700,000 for a sanitary sewer improvement project.
• South Strabane Township – $1 million for the Quarry Road Pump Station project.
The second set of grants supports the Pennsylvania Small Water and Sewer Program. Under Act 54 of 2022, the General Assembly appropriated $105.6 million to assist with construction, improvement, expansion, rehabilitation or repair of water supply system, sanitary sewer system and storm water system projects.
The projects in the 48th district awarded grants were:
• South Franklin Township – $389,781 for rehabilitation of the Patterson Road Sewage Pump Station.
• North Strabane Township Municipal Authority – $200,000 for a sewer extension project along Lindley Road.
Finally, the PA Arts and Culture Recovery Program (PACR) was created from COVID-19 ARPA funds to provide grants to nonprofit arts and culture organizations, local arts and culture districts, and arts and culture professionals located in the Commonwealth to ensure the stability and recovery of the Commonwealth’s arts and culture sector from the COVID-19 pandemic.
The projects in the 48th district awarded grants were:
• Bradford House Historical Association – $10,178 for operating costs.
• Washington County Historical Society – $10,000 for operating expenses and new programs and marketing.
The 48th Legislative District in Washington County covers the city of Washington; Amwell, part of Carroll (Districts 3, 4 and 5), East Finley, Fallowfield, Morris, North Franklin, part of North Strabane (Districts 1, 2, 3, 4 and 5), Nottingham, Somerset, South Franklin, South Strabane, and West Finley townships; and the boroughs of Donora, East Washington and Green Hills.
